Your answer can be found by reading this thread. The community as a whole is the same as it's always been...unfortunately. Amidst the legions of whining, immature, e-peen obsessed gamers running around screaming "NOOB" at everybody and crying because things actually change once in a while, there are still a handful of descent, fun people to play the game with that can provide a good conversation or two while you're playing.

Martin, he responded after only 2 posts saying that. I don't think that's really a great sampling to make such a statement. Whether it's Guru, in-game, or any other forum.
The community is the same. It's like any MMO community. There are those that hate it, those that like it, those that could care less. If you want more specific information such as updates from a certain time, what changes have happened to a certain class, if there are still events going on... then maybe we can help provide people with more information. To simply come onto any forum and ask "What's the community like now" doesn't really give us any clue what information they are looking for so no answer will satisfy. Of course most of the responses are going to be negative.

It's active enough for me. I still tell people about the game so I would expect others to do the same from time to time. If there are less players, then at least it helps to leave people who enjoy the game to play with.

It was once said by a few wise men that nerfing _____ would promote player skill. It would encourage people to get better. Classes/Professions would be played the way they were designed. Ie. A mesmer would run a mesmer bar etc... So far this has not happened. Instead the game has gotten less social. Outside of guilds, grouping up is virtually non existant. The constant reminder that this is Guildwars has done nothing. Common knowledge suggests majority of the player base is not very good thus cramming them all into a limited amount of good guilds in theory is impossible. There are always guilds recruiting left, right and center. Whether they are any good is questionable. We cried, we bitched, we whined...
Here we are today. GG wise men. What was once considered for the better of GW has completely turned it upside down. I'd like to see some of these wannabedevarmchairquarterback types duplicate the success of GW with their version of the game and how they think GW "should" be.

pve side...many pugs will either be randomway or revolve around shadow form...shadow form speed clears, shadow form dungeon runs, shadow form farm leech groups, etc etc.
pvp side...it may not be as exciting as it used to be (lame metas) but its still surviving.
aside from that...the community revolves around xth & zkeys.

This winter, I've helped a guildmate through Prophecies (beginning at LA), all of Factions and now 4 missions away from completing Nightfall. We had no problem finding groups for missions or the occasional quest.
We found people to add to our Friends list and players we hope we never meet again. It seemed very similar to my own first time through the campaigns three and two years ago.
Why bother to ask someone else's opinion - just jump in and try it. If you already own the game, you have nothing to lose.

Perhaps I should have elaborated on "restarting". I sold my account because the game was just becoming trash, with the nerfs, buffs, crying about both of those, the Sin/UW/Ecto fiasco... just everything.
I considered the game dead at that point.
I guess what I was asking was, has anything changed, has the dynamic been revived? But in reference to the quote prior to this, it doesn't sound like it.
